While unsure of the date or location (probably in the mid-20’s in Newport ,KY), Fender’s is still in business “bringing 'em in on the hook”. Their Facebook page says 94 years of service.
I wonder what the wrecker’s pedigree is - Packard?
The slanted hood louvers make me think of Oldsmobile but the front fenders are odd.
